THE PEOPLE SPEAK: Prison will benefit economic development



In regards to the proposed prison in Warner:

The Warner Water Plant, according to the state Department of Environmental Quality, can produce 665,000 gallons of water per day, the current usage is 225,000 gallons a day. The proposed prisons estimated usage will be 35,000 gallons a day.

Property values are created by supply and demand. If 240 new jobs are created, many will want to live close to their jobs, creating a demand for land and housing.

The prison can utilize Connors College Criminal Justice courses to train correctional officers and for continuing educational training, the college is currently providing courses at Jess Dunn and Eddie Warrior correctional facilities, so the inmates can learn skills to increase their chances of being employed upon their release.

The project’s estimated construction cost is $150 million, $9 million a year payroll and $5 million a year for operations, much of this coming back into the community for food, repairs and taxes and daily operational expenses — 140 correctional officers with a starting pay of $11 an hour, 100 administrative and support personal. A medical staff, dentist, optometrists and pharmacy will be needed.

The city of Warner will receive an administrative fee, based on the number of prisoners, up to $500,000 a year. After 20 years when the bonds are paid off, which the city is not liable for, the city will own the facility to lease to the current lessee or find a better contractor.

The six other private prisons in the state are very supportive of the businesses and schools in the community, supporting 4-H, FFA, Boy and Girl Scouts, athletics, school activities and civic clubs, living in the community and being good neighbors.
