Published May 12, 2008 11:34 pm - Memo not a violation of Capella rules, officials say By Keith Purtell Phoenix Staff Writer Officials at Muskogee Regional Medical Center said Monday that a memo by Chief Executive Officer Steve Mahan was not a serious violation of Capella Healthcare’s rules about political activism.
The May 9 memo to all employees talked about the upcoming Muskogee mayoral election. It described candidate Hershel McBride as a “long-time Muskogee resident, businessman and former Mayor” and candidate John Tyler Hammons as a “19-year-old.” The memo urged employees to vote and think about how the next mayor’s decisions may affect MRMC. Mahan did not openly endorse a candidate, but he wrote, “Personally, I believe that maturity in addition to general life and business experience is extremely important when it comes to the candidacy for Mayor of our city.” A handbook distributed by Capella addresses political activities. One rule may be relevant to the memo; “We will not use company resources, such as phones, copiers, e-mail or postage, to support or oppose a candidate for office.” The hospital’s public relations office e-mailed a company response which said: “The purpose of the communication sent to MRMC employees last Friday was to remind employees and physicians about the mayoral election taking place tomorrow, to encourage them to vote and to let them know that arrangements are being made so that everyone has the opportunity to do so.” The response pointed out that no candidate was specifically endorsed in the memo. “Mr. Mahan did make a personal statement regarding what he feels are important qualities to be considered when voting for the city’s Mayor; however, neither candidate was named as being supported or opposed. As a privately-owned hospital, MRMC can be politically active within limits. In regards to Muskogee’s mayoral campaign, neither the hospital nor Capella Healthcare has endorsed a candidate, no contributions have been made, and no campaign literature has been distributed.”
