Published July 01, 2009 12:07 am - Muskogee student earns scholarship Housing Authority awards first Rubye Carter Scholarship to MHS senior The Housing Authority of the City of Muskogee has awarded its first Rubye Carter Scholarship to Blaine Burge, a senior at Muskogee High School.
The $1,000 scholarship was presented to Burge during a ceremony attended by members of the Board of Commissioners, the Housing Authority's executive director and Burge's family. Burge is a member of the National and Oklahoma Honor Societies and currently plans to major in education at Northeastern State University. The scholarship, which will be awarded annually to a deserving high school senior to assist with higher education expenses, is named in honor of Rubye Carter, a longtime resident of Muskogee and a career educator in the Muskogee school system. Carter also was an active member of the Board of Commissioners of the Housing Authority for more than 10 years.
