Shooting suspect arrested after two-hour standoff

Muskogee police arrested a 19-year-old man Sunday after a two-hour standoff on the city’s southwest side ended without incident.

Authorities said Kelvin Riggins sought refuge inside his home at 324 S. 15th St. at about 7:30 p.m., shortly after a woman told police Riggins shot at her with a handgun. The woman, whose identity has yet to be released, was not injured.

Capt. Chad Farmer said Riggins’ family members were able to leave the house as police established a perimeter around the area and initiated contact with Riggins with a public address system.

“The family said he wasn’t inside the home but officers could hear someone inside,” Farmer said. “We finally got him on a cell phone, and he surrendered at 9:23 p.m.”

By 9:30 p.m., police were searching the home for the weapon Riggins was alleged to have used earlier in the day and to make sure nobody else was inside the home.

Riggins has a criminal history that dates back to September 2006, when he was charged as a youthful offender with five counts of shooting with intent to kill. Those charges were dismissed the following March, but other charges have been filed against the Muskogee teen since then.

According to online court records, Riggins was scheduled to go to trial today on a misdemeanor charge of reckless conduct with a firearm. Riggins presently is serving a two-year deferred sentence for a September 2007 conviction in a case in which the original charges included assault and battery upon a police officer and drug possession.

Riggins was booked into Muskogee County/City Detention Facility following his arrest. He is expected to make an initial appearance before the court later today.
