Otherwise, the city charter and city code establish how an interim mayor would be selected in case both the mayor and vice mayor were unavailable for a meeting, Tucker said. Tucker outlined for council members the City Charter regulations and state law that limit the Muskogee mayor’s duties to ceremonial functions and to preside at council meetings. The mayor is a member of the council and has the right to vote at meetings.
