ICTC adult students face tuition increase

— Indian Capital Technology Center’s adult students face a 16.6 percent tuition increase starting in July.

However, ICTC officials say the increase would help students because it would offset the cost of certification tests they must pay now.

The ICTC school board approved the tuition increase at its regular meeting Thursday at the Stilwell campus. Effective July 1, 2013, adult tuition rises from $1.50 to $1.75 per clock hour.

Unlike colleges, which charge by the credit hour, CareerTech tuition is based on clock hours — the total number of hours a student must spend in class. Sharon Billings, counselor at the ICTC Muskogee campus, said the typical full-time adult student takes 1,050 hours each year, resulting in a potential tuition increase from $1,575 to $1,837.

ICTC finance and human resource director Tony Pivec said most students get their tuition covered by Pell Grants or tribal education supplements.

The tuition increase enables ICTC to offset costs of certification tests that students would otherwise pay, Pivec said. Students in many ICTC programs take tests for national certification in their areas, he said, citing licensed practical nurses, cosmetology students and welding students as examples.

Pivec said the state legislature recently passed a law allowing CareerTech schools to pay for student certification. However, the state offered no means of funding CareerTech schools to offset these costs, he said.

Even with the tuition raise, ICTC has one of the lowest tuitions in Oklahoma’s CareerTech system, Pivec said.

“The average tuition cost is $1.85 per hour,” he said. Surrounding schools also have higher tuition. Tulsa Technology Center charges $2.75 tuition; Green Country Technology Center charges $2.50 and Northeast Technology Center charges $2.

Billings said the Muskogee campus has about 170 adult students and 469 students in high school. Tahlequah’s campus has 99 adult students and 123 high school students.

High school students taking ICTC classes do not pay tuition.
