Shooting that killed man still under review

District Attorney Larry Moore said the investigation regarding a fatal shooting of a Muskogee man is continuing.

Justin Capps, 18, of Oktaha is being held in the Muskogee County/City Detention Facility without bond on a murder complaint.

He was arrested for allegedly shooting Richard Kosterlitzky, 30.

Kosterlitzky was found shot to death in a mobile home in Muskogee late Wednesday. A media release from the Muskogee Police Department states that the shooting was believed to have stemmed from an ongoing dispute between Kosterlitzky and Capps.

A court hearing for Capps was scheduled for 3 p.m. Monday, but Moore said his office should have information about the case today.
