City man accused of sexual abuse

City resident also charged with child neglect

A Muskogee man has been charged with two felony counts of child sexual abuse and one felony count of child neglect.

Carlton Eugene Horner III, 60, is accused of “engaging in child sexual abuse,” court documents state. Authorities say the abuse occurred between Dec. 1 and June 27.

On June 27, deputies with the Muskogee County Sheriff’s Office were called to assist a Department of Human Services worker in conducting a welfare check on a child.

During the welfare check, the specialist and deputies were told by the 4-year-old child that Horner and the child had been sleeping together, the documents state.

Authorities accuse Horner of  “touching and/or feeling the body or private parts” of the child “in a lewd and lascivious manner,” court documents state.

Horner is also accused of “forcing or requiring” the child to touch or feel his penis.

One count of child neglect also has been filed against Horner. He is accused of failing to provide adequate supervision for the child.

Charges were filed against Horner on Thursday. He was arrested Thursday afternoon in the Muskogee County Courthouse, said Larry Moore, district attorney.

Horner remains jailed in the Muskogee County/City Detention Facility, and his bond is set at $250,000.

He is scheduled to appear in district court on Monday, Moore said.

Horner is also known as Carlton Eugene Horner, Carlton Eugene Butch and Carlton Eugene Harner, documents state.
