Area man held in kidnapping

Checotah resident accused of holding, drugging mentally disabled neighbor

A Checotah man with a lengthy criminal history has been arrested on complaints of kidnapping a mentally disabled man.

Kevin Ray Jones, 32, is accused of assaulting, drugging, threatening and holding his neighbor, 54-year-old Billy Crandall, hostage June 20. Court documents describe Crandall as “mentally disabled.”

Jones, who is a registered sex offender, is described in documents as “a danger to the public” who has told law enforcement he is “driven to commit murder.”

Jones is being held on $100,000 bond in the kidnapping case and another $570,000 bond in other outstanding cases in McIntosh County.

Jones, who had failed to appear on another case for a court hearing the morning of the alleged kidnapping, was found inside his home with Crandall after McIntosh County Sheriff’s deputies served a warrant and forced entry.

Crandall appeared “incoherent” when deputies found him and was spitting what appeared to be pieces of medicine, possibly sleeping pills, out of his mouth, according to probable cause affidavits in the case.

Crandall told a deputy he tried to get up and answer the door when officers knocked, but Jones jumped on him, held his hand over his mouth and nose and threatened to kill him if he made a noise, the document says.

Crandall also told a deputy Jones forced pills down him that made him sleep and he was “scared to death of Kevin Ray Jones” and was certain Jones would have killed him had deputies not arrived.

In addition to the kidnapping charge filed Wednesday, court records show Jones has multiple open cases in McIntosh County including:

• Conspiracy and two counts of assault and battery, filed April 15.

• Conspiracy and grand larceny, filed June 20.

• Altering/removing a vehicle identification number, filed June 20.

• Aggravated assault and battery, filed June 21.

Jones has previously been convicted of assault and battery in McIntosh County in July 2011, according to court records.

He has multiple convictions in Grady County as well, including kidnapping and domestic assault and battery in 2002. He was incarcerated a little more than a year for that conviction, according to Oklahoma Department of Corrections records.

He also was convicted of four additional counts of assault and battery in Grady County and had numerous protective orders filed against him by different people, according to court records.

He was convicted of aggravated sexual assault and lewd or indecent proposals/acts to child in Texas in 1999, according to DOC records. He received 10 years probation in that case and is required to register as a sex offender for his lifetime.

Jones returns to court on the recent kidnapping charges at 9 a.m. July 11 for a pre-preliminary hearing.
