Brown finally gets his welcome

The Rev. Rodger Cutler, left, of St. Mark Baptist Church welcomes Howard Brown Jr. to town Monday during a reception for Muskogee’s new city manager. Scores of people attended the reception for Brown, who began his tenure as city manager Jan. 27. City councilors played hosts for the reception, which was scheduled and postponed twice because of inclement winter weather.
