CONSENT AGENDA

Consider:

• Approval of minutes: City Council regular session Sept. 9.

• Claims for all city departments from Aug. 25 through Sept. 7.      

• Sourcewell pricing from Stewart Martin Kubota of Muskogee (Newton Equipment) in the amount of $64,420.13, for the purchase of one Kubota KX040 Mini-Excavator with attachments, for use in the Water Distribution Division.

• Authorize the City Manager to negotiate and execute a contract between the City of Muskogee and Holloway, Updike, and Bellen Consulting Engineers (HUB), in an amount not to exceed $94,500.00, for design of the Muskogee Raw Water Supply Intake Pump Station restoration, final design, and bidding services of Water Treatment Plant flood repairs.

• Authorize the Muskogee Wellness Initiative to collaborate with Neighbors Building Neighborhoods in their submission of a Letter of Intent to the Walmart Foundation in the amount of up to $600,000 to be used for programming, which improves access to healthier foods.

• Award construction contract to the lowest and best bid, H&G Paving Contractors, Inc., in the amount of $4,275,153.82, for the 24th Street Improvements Project.

• Confirmation of the County Commissioners' appointment of A. Earnie Gilder to the Muskogee City-County Trust Port Authority, to serve a four-year term beginning Sept. 1, 2019, and ending Aug. 31, 2023.

• Award a contract to the lowest and best bid, Cook's Consulting, LLC, for the Wastewater Improvements on the Northside Collection System, in the amount of $1,479,979.

• Change Order No. 2 to contract with L & L Construction, in the amount of $82,816.00 to replace two flood damaged pump soft starters in the Pollution Control Raw Water Pump Station as part of the Wastewater Treatment Plant Rehabilitation.

• Authorize the City Manager to negotiate and execute Task Order #3 with Cowan Group Engineers for construction services for Tank Mixing and Aeration Project, 30-inch Water Line Project, and Water Distribution Interconnects Project, in an amount not to exceed $71,700.

• Use of the City's Matching Grant Program to transfer $12,638 to the War Memorial Park Trust for operational programs.

• Appointment of Edwyna Synar to the Historic Preservation Commission to serve a three (3) year term, beginning Oct. 1, 2019 and ending Sept. 30, 2022, replacing the expired term of James Tolbert.

• Appointment of Tyjuan Walker to the Wellness Initiative, filling the unexpired term of Craig McNeil, beginning Sept. 24, 2019 and expiring July 31, 2020.

• Hold a Public Hearing and take action on the approval of Resolution No. 2782 amending the Land Use Map regarding property located at the Northwest corner of South 32nd Street and Border Avenue, more particularly described in the Resolution from Local Commercial to Regional/Corridor Commercial, and if approved, authorize Staff to revise the Land Use Map of the City to reflect said change.

• Consider Resolution No. 2783 in Support of an Application made to the Oklahoma Department of Transportation for a Driveway Agreement along State Highway 165 (Peak Blvd.) near York Street, more particularly described in the resolution.

• Consider an Executive Session to discuss and take possible action on the following:

a. Pursuant to Section 307 B.3, Title 25, Oklahoma Statutes, consider convening in Executive Session to discuss the purchase of real property within the Southwest quadrant of the City of Muskogee, and if necessary, take appropriate action in open session. 

b. Pursuant to Section 307 C.11, Title 25, Oklahoma Statutes, consider convening in Executive Session to discuss matters pertaining to a potential economic development project, including the creation of a proposal to entice the business to locate within the City, and if necessary, take appropriate action in open session.
